The old styling would cause multiple admin header buttons in a flex container to overflow the page on mobile. This new styling uses `flex-flow: wrap` along with a gap, which gets rid of the awkward `:not(:first-child)` pseudoselector and makes multiple buttons in a row flow nicely.

This moves regexp building and filter caching to the `CustomFilter` class.
This does not change the functional behavior yet, but this changes how the
cache is built, doing per-custom_filter regexps so that filters can be matched
independently, while still offering caching.

In particular, switching from `float: left/right` to a flexbox with
`justify-content: space-between`. This implied changing the order of
a few HTML tags and adding an empty `div` in one case.
Also removed a `margin-bottom` rule that wasn't needed due to the
margins of surrounding elements.
